Title: Statistical challenges in measuring the output and productivity of government

Abstract:
Measuring the output and productivity of our public services, such as health and education, is important for public accountability. Public services are around a fifth of total Gross Domestic Product (GDP). Taxpayers, users and providers of public services have an interest in how government spends our money on these services and in whether services are good value for money.
This talk will describe some of the conceptual and statistical problems faced by ONS in measuring government output and productivity, including: formulation of index number series (including weighting issues); measuring and adjusting for quality change in the delivery of public services; forecasting output data for short-period GDP estimates; and maximising coverage and coherence of published data series.
