The London Museums Hub is the regional Hub for London and consists of
the Museum of London, London Transport Museum, the Horniman Museum and
the Geffrye Museum.
The London Museums Hub requires an evaluation to examine the impact of
the learning programmes of its partner museums. The evaluation will:
Describe and analyse the learning outcomes for all participants -
children, young people, teachers, parents and carers and museum staff.
Provide an analysis and description of the impact of the
programme within the context of the Every Child Matters agenda.
Provide an evidence base for future planning and advocacy
Project Scope and Methodology
The evaluation will focus on a number of educational programmes which
the London Museums Hub Joint Working Group for Learning has identified
as being relevant to the 'Every Child Matters' local assessment
criteria. Many of these programmes have already been/are being
evaluated by the museums or external consultants. These individual
pieces of project evaluation are largely a mixture of quantitative data
(number and profile of participants/users) and qualitative data using
Generic Learning Outcomes from the 'Inspiring Learning for All'
framework. The consultant will be required to analyse and draw together
this material to demonstrate how the projects contribute to the Every
Child Matters outcomes and Local Assessment Criteria. As well as using
existing GLO information, consultants will be required to identify any
additional evaluation on these projects which would enable the Hub to
make a strong case for contribution to Every Child Matters. The
consultant will be required to devise a methodology to capture
additional evidence and provide the museums with support and advice on
how to collect this data.
In addition there are a number of projects which are not being evaluated
formally by the museums which the London Hub has agreed are relevant to
the Every Child Matters agenda and on which it would like to collect
evidence of impact. The consultant will be required to devise a
methodology to capture and analyse data on these projects to demonstrate
their impact/relevance to the Every Child Matters outcome headings and
Local Assessment Critera.
Outputs
The evaluation consultants will be expected to produce:
An agreed methodology to capture and analyse data to meet core
requirements of the evaluation
A draft report for comment/approval
A final report which provides an evidence base and assessment of
the impact of Hub museum education and learning programmes and relates
this impact to the Every Child Matters agenda.
An executive summary of the final report
A presentation (powerpoint format) on key findings
Timescale
A consultant will be appointed by end of August
An agreed methodology for evaluation and data capture will be
required by end of September
Data capture and analysis will take place October - November 2007
The final report with executive summary is required by end of
January 2008
Publication of final report and executive summary by end of March
2008
Proposal Submission Requirements
Submissions should include:
Details of proposed methodology for pulling together and
analysing existing data and findings of evaluation
Details of proposed methodology for additional evaluation/data
collection as outlined above.
Details of costs
Timetable for work (please indicate availability for preliminary
briefing meeting 10th September)
Proposed report structure
CVs of personnel involved and a description of their suitability
to carry out the work
A detailed breakdown of the number of days named individuals will
spend on the project and their cost per day should be included in the
proposal. If any part of the work is to be subcontracted, please show
this clearly.
The total cost of the proposal should be clearly stated, with VAT (where
applicable) shown separately. The cost breakdown should include an
estimate of travel costs and expenses.
Selection Criteria
Demonstrable experience of delivering complex evaluation
projects, on time and within budget
Experience of a range of quantitative and qualitative data
collection methodologies
Familiarity with Inspiring Learning for All and use of generic
learning outcomes
Analysis and interpretation skills
Ability to write to a publishable standard
Knowledge and understanding of the museum sector
Knowledge and understanding of current education and cultural
policy relating to children, young people, their parents and carers

Fee
There is a budget ceiling of £25,000 for this work, including expenses
and, if appropriate, VAT. Design and print costs of the report are not
included in this fee and will be managed separately by the Hub central
office.
