Local identity: the role of local entitlement cards in public service delivery <http://www.intute.ac.uk/cgi-bin/redir.pl?url=http://www.nlgn.org.uk/public/wp-content/uploads/local-identity-_white-paper.pdf&handle=20070821-112919>
This site provides free access to a 13 page report by Dr Victoria Barbary which was published by the New Local Government Network in August 2007.
