Since Starlink's closure we don't have the resources to maintain
everything as it was in the "good old days". One job that has largely
gone by the wayside is updating the manuals. So regretabbly xxx_dev
references remain in library manuals.
Under the old (up to 2004) Starlink build system (with the mk scripts)
the <library>_dev commands set up softlinks to the lowercase include
files in /star/include for the particular library. psx_dev ran a script
/star/bin/psx_dev to do this, which I think effectively just defined
PSX_ERR
ln -s /star/include/psx_err PSX_ERR
like this. Note that you may have installed the Starlink software in a
tree other than "/star" and you would need to replace "/star" with the
actual path.
While the above is not in keeping with the GNU-tools style of building,
it might suffice temporarily until you create your own GNU-style builds
for your Starman with Makefile.am, configure.ac, component.xml files.
There may be many such include files that you'll need.
I'd go for the new GNU-based system sooner rather than later. The
documentation is in SSN/78. However, it can be daunting to start there.
The main things you'll need from SSN/78 the commands to configure,
build, and install. You will probably prefer to look at examples for
applications packages like KAPPA, CCDPACK, Figaro to base your
conversion to the new build system. The new configurable system ought
to make Starman available on several operating systems.

Does your computer have a /star/bin/psx_link_adam file and a
/star/lib/libpsx.a?
