That is interesting, thanks for bringing it to our attention. I have had an 'unofficial' policy for years of accepting that anything on our website was effectively free to use but I've been very stingy about the image sizes in order to retain some sort of 'control'. Time for a rethink, perhaps?
I agree with you about regarding this as an access. It also removes a lot of administrative heartsearching each time a new request comes in. However, both these institutions have the benefit of a much more sophisticated and extensive web development and support infrastructure than most; it's hard to envisage us ever having a website which would keep track of who had downloaded what, for instance.
