Some journals already require a certain measure of proof - at least that the author has obtianed the article. I often receive requests for the first page of a cited article bcause it has to be submitted along with the new article as proof that it exists and has been obtained (if not read!). It also enables the publisher to check the accuracy of the reference.

Today's BMJ (p354) makes reference to an online paper about faulty
research citations

It contains the hysterical sentence "Authors should read the papers they
cite." p16. and "Journal editors should require
authors to confirm that they have read the papers that they have cited
and that they have verified citations."
Only confirming what librarians have long known - always be suspicious
of citations in articles.
