Here's what I've been advised re personal subscriptions donated to Libraries and copyright:
From Tracy Owen - check an issue of the journal concerned for rights; contact the publisher to ask for permissions if not clear
From another librarian (UK) - fine to copy
From another librarian (US) - fine to copy
So why don't libraries just accept personal donations? Among the reasons: the move from print to electronic and the need for multi-user licenses; personal subs often require payment by personal cheque or credit card so couldn't be managed via an agent; inconsistency of the donations - I'm sure you can add your own!
