yield long-term outcomes. The short-term frequently sees disasters or
disaster-related activities influencing diplomacy as long as the diplomacy
had a pre-existing basis. Over the long-term or without a pre-existing
basis, disaster factors tend to fade when considering diplomacy.
This case is an interesting subset of disaster diplomacy, being focused on a
border or territorial dispute. It might be a useful analysis to examine
case studies involving principally a border dispute, rather than with other
influences (e.g. USA-Cuba, USA-Iran, Southern African droughts, and
Hurricane Mitch).
