Er well: extending the ERA is GPC policy, as per LMC Conference 2002:
Other motions (282) 35
That conference requests that patients are empowered to attend any NHS
appointment during their normal working hours by extension of those civil
liberties in sections 55 and 56 of the Employment Rights Act 1996 from
antenatal to all cases. (Proposed by C Brown, Argyll and Clyde LMC).
I later corresponded with my MP Douglas Alexander and he with Alan Johnston,
then responsible for ERA at the DTI - and now SoS for Health. It's probably
still a cross-departmental issue.
And they were reminded of it again from the floor this year in Soapbox
sessions.

So the question becomes, how on earth did they manage that? Was there a
campaign? Did someone manage to slip it in, under cover of other
legislation? Did it come from those Euro wets? Does anyone know?
Because maybe it should be extended.
