I agree with your first points.
Re the particularities of education - so far as I am concerned, they
are not a problem because, as you say, many contexts have the same
set of accessibility issues. So I believe one accessibility module
fits all resources of the same 'type' in the sense that we have
described them for digital resources in a digital delivery context.
In ISO we are already thinking about accessibility in a mixed
learning context (not all digital) and also for events and places and
other things....
