Dodging all the other issues in this thread, I'd just like to add that
during the coming months, the Joint DCMI/IEEE Taskforce will output a
set of properties derived from LOM but expressed in terms of the DCAM.
These will hopefully cover many of the cases where you want to reuse LOM
elements.
Also, the work will include declarations of LOM vocabularies, including
URIs, that will make them reusable in the DC-Ed AP.
The plan is to get them approved by the IEEE LTSC, so they will get
formal status eventually.
The current version at

is not current WRT the new version of the DCAM, so is not currently
reliable.
Regarding the "AP module" notion:
1. I agree that this is good description of what you are trying to do.
2. It's still true that we are not 100% sure how that will interact with
the current work on DCMI Description Set Profiles. But the DC-Ed AP is a
good test case.
3. I still think a domain model is useful. It will only be partial, but
still I see value in deciding on where in the FRBR hierarchy the
properties fit, for example, and to model things like agents, etc. as
Phil mentioned.
