The sensible thing would be to do a formal risk assessment of the disposal
process to assess the likely impact on the 'business' of the failure to
record disposal. If this assessment suggests that the risk impact is high
then you will have a stronger hand to play. If the impact is low, then you
can feel more comfortable that recording disposal can be dispensed with.
However, these are corporate records and the risk is to the corporate body.
Individual employees should not put the corporate body at risk for the sake
of individual convenience. But that's not something that you, as the
records manager, can deal with. It's a matter of corporate policy.
In an EDRMS, for example, individual users are not permitted to delete
records from the system without specific authority. Why should paper be
different?
