I think you're right on all counts, Ken.
If people use discussion lists in presenting or
revising their poems, they may find that such "peer
review" has its limits--but so do other kinds of
review. Nevertheless, contributions to Poetryetc, as
with other discussion lists, are not "refereed," the
hallmark of academic (at least) publishing.
Discussion lists are not to be confused with online
journals, such as _Jacket Magazine_, for example.
Online publication does exist and does have some of
the cachet of publishing in general, while discussion
lists are meant for _discussion_, not publication.
