In answer to your questions;
We are an Irish consortium of academic libraries running Innovative's Millennium. Our user group website has some pictures of our user group SL plot: http://millennium-users.org/ . It counts as a library insofar as we intend to store our conference presentations there as well as on our website. We are our own target audience.
All new technologies get viewed in terms of what went before them. SL is no exception. For this reason I think it will turn out that any attempt to create libraries along the lines of their physical counterparts will fail in second life. Nevertheless I feel sure that something positive and useful will arise out of this, particularly when more people get comfortable with Second Life and stop applying physical world paradigms to it.

*local teleport infrastructure ( walking is so dull )
*Powerpoint presentations gallery
*Interactive pie chart, ( email figures to it and it will generate 3d chart )
> It took me 7-9 hours to create over a weekend
> It has about 30 visitors a week, but its only a month old.
> No official funding
> Not much impact so far.
