Head of Library Development, INASP
The International Network for the Availability of Scientific Publications
(INASP) is a UK based charity that works with partners in developing and
emerging countries to enable a sustainable network of stakeholders that
owns and drives availability, use, creation, validation and communication
of research information.
To achieve this, INASP works closely to support innovation, training and
networking of academic librarians in partner countries. We are seeking a
dynamic and experienced person to lead these activities as Head of Library
Development.

Main Duties:
In the context of library development:
Manage individual programme implementation
Oversee planning, development and implementation of capacity development
activities
Enable strategic partnerships with relevant individuals/organisations
Line management of Programme Officer, including annual Objectives
Agreement
Manage individual programme budgets
Set and monitor budgets
Check and provide commentary on monthly financial reporting
Contribute to INASP strategy, objectives and decision making
Contribute to development of strategic plans
Develop project proposals
Participate in management and programme meetings
Contribute to annual objectives development
Manage individual programme monitoring and evaluation
Oversee monitoring and evaluation of programme activities
Report programme activities to funders and other partners as required
Foster INASP external relationships
Further INASPs international network and represent INASP at events
Manage relationships with programme funders
Contribute to INASP marketing/communication plan
Undertake overseas travel as needed
Travel as required for programme management and implementation, up to a
maximum of 30 working days per year
Qualifications:
Post-graduate qualification library/information science, PhD desirable
Skills:
People management
Project & budget management
Excellent oral and written communication and presentation skills
Languages (French, Spanish) desirable
Intermediate ICT skills (MS Office package)
Experience:
Recent practical experience in an academic library
At least 5 years in a management position in the library sector
Designing and facilitating of adult education and training activities
Experience of programme development and fundraising desirable
Experience in working in developing/emerging countries, in particular
African countries
