I suppose this a side-effect of the recent change in YAIM, which enables
sgm/prd pool accounts. The same lines in glite-yaim-3.0.0-38 were:

[ -f $f ] || touch $f
done
And obviously the sixth field in users.conf is the sgm/prd flag.
