Hi Adam,
My policy for the CIEH GAC is the same as any other GAC I am presented with, the use of the figures must be appropriate and justifiable for the situation that is being presented. It would not be sufficient to simply say that they are the most appropriate, I need to know why and how they are appropriate also. I would require this even if SGV's were used, since they are not appropriate in all circumstances (on a park or school for example). No set of figures should be applied without thought and consideration to the appropriateness of their use in a particular situation, this is against the principle of risk assessment.
The guidance from the CIEH, as I understand it backs this up. It should also be remembered that many CLO's are not members of the CIEH.

Subject: CIEH General Assessment Criteria
A few questions for the local authority officers.
Do you accept consultants reports adopting CIEH General Assessment
Criteria (GAC) in the absence of DEFRA Soil Guideline Values?
Presumably many of you do? But if not why?
If not, are you contravening guidance from your own professional institute?
