OPEN CALL FOR PROJECT TEAM EXPERTS
to contribute to the CEN/BT WG185 Report on Conformance schemes (second report as requested by M/376 –phase 1)

Following the acceptance by CEN, CENELEC and ETSI of the “STANDARDISATION MANDATE [M/376] TO CEN, CENELEC AND ETSI IN SUPPORT OF EUROPEAN ACCESSIBILITY REQUIREMENTS FOR PUBLIC PROCUREMENT OF PRODUCTS AND SERVICES IN THE ICT DOMAIN”, the CEN Technical Board created Working Group 185 to prepare CEN’s position on the two reports that will be produced under the 1st phase of this Mandate. CENELEC entrusted its contribution to the work to CLC/BT/WG 101-5.

CEN and ETSI now both have signed a Grant Agreement with the Commission which Grant among others will provide the funding for paid experts to draft the input material into the consensus processes of CEN and ETSI.
This call for experts applies to the production of the 2nd report under phase 1 which “will present an analysis on testing and conformity schemes of products and services meeting accessibility requirements.” Quoting further from the M/376 text, “The analysis shall refer to existing schemes of this nature at European and international level. The analysis shall consider the full range of possible solutions, including supplier self-declaration, certification/ accreditation of suppliers, and third party certification schemes. The analysis shall also address existing or propose requirements for suppliers’ technical capacities and abilities in the accessibility domain, which can be used for the selection of suppliers or in support of the conformity process.”

The experts selected from this CEN call for experts will work together in a CEN Project Team.
Project Teams are a light working structure, bringing together for a specified period of time a limited number of technical experts to complete specified tasks, on behalf of a supervisory consensus body, which are in this case the CEN BT Working Group 185 and CLC/BTWG 101-5. These two working groups are responsible for directing the Project Team's deliverables, and for instructing the Project Team on what is to be produced. The Project Team itself has no other responsibility but to produce the report in line with the BT/WG185 & 101-5 steer and expectations. The Project Team has to ensure that what it produces is approved by the CEN/BT WG 185 as well as supported by CENELEC and ETSI.
The Terms of Reference (ToR) of the Project Team are attached in Annex I. These ToR describe in more detail what is expected from the Project Team. The criteria for the expert’s selection are in section 2 of these ToR. It will be ensured that the selected Project Team will show a balanced composition (industry vs user vs public procurer, various nationalities, etc)
In line with the rules on the selection and appointment of Project Team experts, the selection will be made by a selection panel whose composition will be

* Tania Marcos, AENOR, secretary of CEN/BT/WG185
* Luc Van den Berghe as representative of the CEN Secretary-General,
* Oscar Querol, AFME, as convenor of CLC/BT/WG101-5
* Javier López Jaumandreu, secretary of CLC/BTWG 101-5
* Stephen Furner, BT and Chairman of ETS/TC HF will be invited as observer in the selection panel discussion.
The reimbursement rate for accepted experts is 650 €/person day. Travel and lodging costs incurred in the context of this project are however not reimbursed. It is expected that a considerable part of the work can happen electronically. But travel and lodging of personal assistants (where applicable) of PT-experts will be reimbursable (within the limits of the available budget).
Payments to Project Team experts are dependent on CEN having received the corresponding payments by the European Commission. In this particular case, the payment steps are: 20% upon signature, 30% at acceptance by EC of the Interim Report and the 50% remaining at the EC approval of the Final Report. Applicants have to know that the delay before CEN being in a position to issue the final payment may be in the order of several months.
Interested candidate experts are kindly requested to send their nomination-s (either through their National Standards Body or directly by their company/organization) by 15 August 2007 to Tania Marcos, Secretary of the CEN/BT WG 185 ([log in to unmask]). A short Curriculum Vitae has to be added and if applicable, also whether the nomination is for the role of Project Team leader or ETSI-liaison expert.

Annex I
Terms of Reference for a Project Team on the Conformance Schemes Assessment report under phase 1 of M/376
1. Objectives
The Project Team will provide an analysis on testing and conformity schemes of products and services meeting accessibility requirements. The analysis will refer to existing schemes of this nature at European and international levels. The analysis will consider the full range of possible solutions, including supplier self-declaration, certification/ accreditation of suppliers, and third party certification schemes.
The conformance analysis will also address existing or propose new requirements for suppliers’ technical capacities and abilities in the accessibility domain, which can be used for the selection of suppliers or in support of the conformity process. Again, the above will be the subject of a report.
The Project Team will receive direction/instructions on how to proceed by the CEN/BT WG 185 and will also accommodate comments received by CLC/BT WG 101-5 and by ETSI/TC HF. In addition comments that come through other channels have to be considered and acted upon.
2. Project Team expert’s profile
Nominated experts should have the following expertise and knowledge:
· Knowledge of European and international regulatory requirements applicable to products and services in the ICT domain
· Knowledge of Human Factors and ergonomics applicable to products and services in the ICT domain
· Understanding of the processes required for setting up conformity schemes and a knowledge of evaluation methodology
· Experience in using standards and encouraging their deployment
· Knowledge of the impact of disabilities on the use of ICT products and services and of the use of assistive devices to overcome them
· Understanding of those services and products provided by the Telecommunications and Consumer Electronics industries that are usually bought by public administrations.
· Wide experience of standards document creation.
· Knowledge of public procurement
· eAccessibility expertise
· Knowledge of consumer issues in the ICT area
· Knowledge of user centred design in ICT
· Experience of user requirements capture
A Project Team leader will be appointed, who will be in charge of editing all contributions into a single overall report and who will report to the BT/WGs and to the Steering committee. The Project Team leader will also be requested to participate in DATSCG meetings.
<Explanatory note: the Steering committee shall include the Chairs/Convenors of CEN BT/WG185, of CENELEC BT/WG101-5 and of ETSI/TC HF, together with representatives of their Secretariats, and/or the European Standards Organizations’ (ESOs) Central Secretariats. (By agreement of the Steering Group, or in accordance with the rules and procedures of the ESOs, other representatives of the ESO members may attend.) The role of the Steering Group shall be to co-ordinate the work of the CEN and ETSI project teams so that it meets overall contractual requirements. The European Commission services and EFTA Secretariat will attend the Steering Group meetings as counsellors of the ESOs. >
A Project Team expert will be appointed in charge of liaison to the ETSI-led work to ensure that the opinions of the PT and BT/WGs are efficiently communicated to ETSI, and vice-versa, preparing therefore for a smooth acceptance of both technical reports (CEN/CENELEC –led and ETSI-led) by all 3 ESOs.
This expert will:
* ensure that ETSI’s interim results are quickly communicated into CEN’s Project Team so that both reports stay synchronized in terms of their contents;
* ensure that ETSI’s interim results are properly discussed and commented by the BT WGs
* ensure a quick direct feed-back of the BT WG’s concerns into the ETSI STF and into ETSI/TC HF.
To this effect, the expert will:
* produce reports on ETSI’s progress to the BT WGs;
* highlight issues for discussion in the BT WGs;
* produce liaison reports for approval by the BT WGs to be sent to ETSI/TC HF, ensuring that BT WG’s position on ETSI’s work is efficiently communicated.
* participate in meetings organized by ETSI on the progress of their project
The Project team will have a maximum of 6 experts, with the relevant expertise and knowledge as stated above.
The total payment to CEN/AENOR will depend on whether the forecasted level of voluntary work (by the BT/WG) has been contributed. Failure by CEN to justify at the end of its contract the budgeted contributions “in kind“ will automatically lead to a reduced payment to CEN/AENOR and therefore to the Project Team experts. In order to avoid this to happen, there will be a number of man days set aside which will not be allocated till such time that the level of participation in the BT/WG is shown to have met the required minimum level (which is some 15 voluntary participants at each BT/WG meeting).
The initial allocation of man days will therefore be 40 man days for the Project team leader and liaison expert and 25 man days for the other (maximum 4) experts. The remaining days (100 man days) may be allocated later where needed (decision made by the BT/WG 185 officials and CMC), subject to a satisfactory evolution of the BT/WG185 participation level.
3. Indicative milestones
Note: the timetable below is indicative; the BT/WG185 will draw up a detailed binding time table for the Project Team in its meetings.
S = Grant contract start date = 1 July 2007
Task 1: Kick-off of CEN and CENELEC BT WGs - S + 3 months
CEN and CENELEC members will set up national mirror groups and decide their representation in the BT WGs. The meetings of both BT WGs will be organized as joint meetings. The Kick-off meeting will decide the WG’s detailed mode of operation and will be an opportunity to give initial instructions to the selected exerts (see task 2)
Task 2: Selection of Project Team – S + 3 months
The Project Team will be selected from nominated experts following a 2 months call for experts.
Task 3: Project Team starts it work aiming towards an analysis on testing and conformity schemes of products and services meeting accessibility requirements (between S+3 and S+5 months).
· The analysis will refer to existing schemes of this nature at European and international level.
· The analysis will consider the full range of possible solutions, including supplier self-declaration, certification/ accreditation of suppliers, and third party certification schemes.
· The conformance analysis will also address existing or propose new requirements for suppliers’ technical capacities and abilities in the accessibility domain, which can be used for the selection of suppliers or in support of the conformity process.
The initial phase will focus on the identification of existing schemes of this nature at European and international level,
S + 5 months: The PT will deliver its initial results to the Steering Committee, BT/WGs and ETSI/TC HF
Task 4: Steering committee meeting (S+6) discusses PT’s and ETSI/STF’s initial work
Task 5: BT/WGs (2nd mtg) discusses PT initial work (S + 6) and agrees (possibly via an electronic process?) the interim technical report (S + 7); this technical interim report will address the initial comments from the BT/WGs on the draft they saw before, including instructions from the BT/WGs to the PT on things to be addressed in the next version. An interim deliverable will be submitted to EC/EFTA (no later than S+8), containing a detailed overview of the activities performed during the 1st 6 months of the activity.
Task 6: PT produces pre-final draft of the conformance analysis report for submission to BT/WGs and ETSI/TC HF - S + 8
This draft also takes into account any findings of the ETSI/STF’s activity in relation to the scope of ICT products and services to be addressed in this.
Task 7: Steering committee meeting reviews the progress made in both the PT and STF, specifically in relation to the need for any corrective actions necessary to deliver on time against the project plan: S + 9:
Task 8: 3rd mtg of BT WGs discusses pre-final draft technical report and gives instructions to the PT to produce the final technical report – S + 9
Task 9: PT produces final draft based on feed-back of the BT/WGs and ETSI/TC HF – S+10
Task 10: 2 months public comment process (S+10, 11) via accessible web-site
Task 11: organization of an open meeting (2 days meeting addressing both CEN/CENELEC and ETSI administered projects. – S + 11
Task 12: Final draft of the technical report (taking into account any feed-back from open meeting) is made available to the 4th BT/WGs and to ETSI/TC HF – S + 12
The BT/WGs approve this final technical report and prepare the acceptance process of the CEN and CENELEC BTs.
Task 13: approval by ESOs and communication of the ESO’s approval to EC/EFTA – S + 12
4 Deliverables by the Project Team
Deliverable 1: public register of stakeholder issues
To enable a transparent qualitative view of the stakeholder engagement with the project team and the performance of the project team at dealing with stakeholder comments a public register of stakeholder issues will be maintained by the project team. This will be publicly available and will show the source of an issue, how it was dealt with and the resulting impact on the output delivered from the team. The register will be reviewed regularly by the BT WGs who will be the final arbiter of any conflicts about the resolution of an issue or it’s entry into the register. The register will be reviewed by the steering group as an administrative performance metric for the team at dealing with stakeholder consultation.
A record will be provided of stakeholder comments on the work (using the stakeholders issues register as already mentioned). This tool will also enable details to indicate the type of stakeholder participating by category (e.g. manufacturer, NGO, consumer, user, etc.) and the reaction to their input.
Deliverable 2:
Various versions of the conformance schemes assessment report, its contents as described in the above section 1 on “Objectives”, for consideration in the consensus process. Whether the report is published as a single report as or a multi-part report is for further decision by the CEN/BT/WG185.
