The creation of these new versions is described in
the Domain and Range proposal [1] that is out for Public
Comment this month.

When the proposal is finalized (after Public Comment),
the new properties will be added to the /terms/ namespace.
However, the legacy /elements/1.1/ namespace ("DCMES 1.1")
and its properties will not go away.
The fact that the /terms/ namespace will have new properties
based on properties in the /elements/1.1/ namespace will be
described in new Web documents and RDF schemas, though not in
the Namespace Policy document itself, which simply discusses
naming and maintenance policy.
