Call for Papers
Germany in a Changing Europe
Germany was holding the EU Presidency when on 25 March 2007, the
European Union celebrated the 50th anniversary of the Treaties of Rome
under the motto ‘Together since 1957’. The discussions leading up to
this event and the ‘Berlin Declaration’ that marked it showed that there
are considerable divisions in the EU27 over key questions regarding the
future direction of the Union. After extensive widening as well as
deepening in the aftermath of the collapse of communism, some argue that
the EU is currently facing its deepest crisis yet.
In spite of the generational change caused by the chancellorships of
Gerhard Schröder and Angela Merkel, Germany has, by and large, remained
one of the EU’s most ardent supporters.
This workshop will seek to explore key issues regarding Germany’s role
in a changing Europe, past and present. This might include papers that
discuss
• German governments’ European policy, past and present
• elite and/or grass-root perceptions of Germany’s role in Europe,
past and present, and their implications for Germany’s national and/or
European identity
• German positions and perceptions regarding future enlargements and
institutional reform
• the sustainability of Germany’s traditionally balanced position
between ‘Washington’ and ‘Paris’
• the notion of a ‘European social model’ and its relationship with
German notions of the ‘Sozialstaat’
• problems currently facing the completion of the Single Market and
their implications for Germany
• the achievements and/or failures of the German EU Presidency in 2007
• the current crisis of the EU, possible ways out and Germany’s
potential new role in Europe
• Euroscepticism in Germany
• bilateral relations between Germany and other EU member states,
particularly
with France and the UK
• the future enlargement of the EU, including institutional and
procedural reform
