Not exactly an answer to your question, but an alternative approach:
Matti Hamalainen's MNE Software package includes a Matlab toolbox for
accessing fif format data files. The toolbox consists of m-files only
and should thus be platform independent. I have used it mainly under
linux, but I did a brief test and managed to read fif-format data files
under Windows XP (Matlab 7) without problems.
The package can be downloaded at

The information that the software is available for linux and OSX refers
to the main software written in C. The matlab/toolbox/ directory seems
to work fine after simply copying it to windows.
