At Bristol Uni, we charge £10 per verification request and no charge if
the enquiry is on behalf of another HEI.
I think that it is entirely reasonable to make a charge as most of the
enquiries are from professional verification agencies who charge their
clients considerably more than £10.
We also offer students a more formal 'letter of certification' which is
on headed paper and has the University seal applied and charge a fee of
£20 for two copies.
I've noticed that the number of verification requests we receive has
grown considerably within the last five years and particularly from
overseas agencies.
