The Association of OH Nurse Practitioners (UK) seeks to work with all interested parties to do just what you are talking about. We have not asked for 1st day GP certs but some employees have got them from their GP thinking this will block any HR action. At this stage we do not think they are worth the paper they are written on. The employee pays for them too. But more interestingly several health centres have written very cool letters ( understandable) saying it is the company's job to manage sickness absence and they do not wish to be involved at this level. I have written back to let them know that it is not a company need re these certificates and explaining how we try and manage SA.
On an earlier subject I had my first request for £10.00 for the employee to pay to see a report I had requested from their GP. This was on top of the charge for the report and the employee had been asked for the £10.00 which he would not pay. I wrote to the practise saying that if, as Government wanted us to work as a team, surely the £10.00 was out of order as their client and our employee were one and the same person and we should both be working as a team to care for his health which included discussing from their point of view what guidance they were giving us to help keep the man healthy. Surely the aim of both OH and GP. No joy I am afraid.
It is increasingly making me aware that as OHA's we seem to mainly agree what we should be called, how much we should be paid, how we are trained, what we want from GP's and re the above issue perhaps take it up as a body of professionals with the BMA and many other issues. But we do not seem to have the clout or the spoke person (people) to do that. We know that the NMC won't support OH changes and we have talked about leaving them out of OH altogether but the only people I have seen doing anything to wave the OH flag are Sara Werry and her director when they invited Dame Carol. But who will and can follow that up to ask what or how this has influenced Dame Carol's views and plans for OH.
Sorry folks a case of fingers really running away from me and from the original subject too. I will now throw away my soap box!

many thanks for the replies so far. Yes the GP's do charge and this would appear to be one of the reasons these notes are being asked for, in other words if you're 'swinging the lead' and have to go to your GP (assuming you can get an appointment) and then pay for the certificate, then it seems the view is you are less likely to have absence!
I've many issues with this, and I know my GP colleagues will not be happy about this as it is taking up clinic times for no valid reason.
To date my response when I've reviewed the member of staff has been to inform the referring manager that this practice has not been requested by OH nor is it supported by OH.
I have also expressed this to HR, and obviously we have, at this point, agreed to disagree.
