The scheme covers the purchase of bikes and safety equipment; and indeed
the (lack of) other facilities such as showers, parking etc and
including transport infrastructure is one of the things we are
interested in drawing out of the study. We are a diverse group including
experts in the field of GPS, urban plannign and public health so may
involve a variety of approaches and consideration of all the areas you
mention. Really, it will depend on what has already been written as to
what our study considers - the remit has not been defined yet. Very
early stages at this point...

Someone else on the list will have better experience than me, but you
probably need to give a bit more info on your study - what is the remit?
e.g. is it the quality of the implementation, the quality of the
scheme itself against benchmarks elsewhere, how effective it is in terms
of take-up or behaviour change ... ? Might also be useful to know
what the scheme covers, e.g. physical infrastructure, facilities for
bike users, financial or other incentives ...
