Yes, that was him. I believe they just contract him when something needs
to be done.

Don't know if Skycat has been dumped, they just seem to fix it if and when
it's necessary (Allan didn't rule out doing further work). JSky has been
certainly been quiet for quite a while (suspect the departure of Miguel
Albrecht halted its use in ESO years back), but Allan seems to keep an eye
on the mailing lists and answers queries.
