Dear Pablo,
this usually indicates a problem with SRM interface. Which type of SE are you running? I would guess dCache since I saw the same message from this type of SE.
What to do if you have a dCache type SE:
1.) Check if the SRM instance is running (http://dcache.dead.node:2288)
2.) Restart the SRM (together with other dCache-componentes):
service dcache-core restart
This will KILL all running transfers!
Wait a few minutes until all dCache cells have found each other...
Perhaps you are done already. Sometimes the SRM is full of stuck requests. They won't go during a restart since they are stored in a database. You can reset (=scratch!) this database:
[Please check if this parameters are ok for your version of postgres, there are slight differences between version 7 and 8 if I remember correctly.]
/opt/d-cache/bin/dcache-srm stop
/opt/d-cache/jobs/utility stop
su - postgres -c "dropdb -U srmdcache dcache"
su - postgres -c "createdb -O srmdcache dcache"
/opt/d-cache/jobs/utility start
/opt/d-cache/bin/dcache-srm start
