PRESS RELEASE
Telecoms: Commission takes next step in infringement proceedings because
of Germany's "regulatory holiday" law (3 May 2007)In the dispute about
Germany's new telecom law, the Commission has sent on 3 May a reasoned
opinion, the second stage of infringement proceedings. So far, Germany
failed to remove new provisions in German law that could grant Deutsche
Telekom a 'regulatory holiday' in spite of its dominant position in the
broadband market. The Commission's reasoned opinion is the last step
before referring the case to the European Court of Justice. Germany will
only have one month to reply.

The new EU Regulation to Reduce Roaming Charges ahead of
the European Parliament plenary vote: Frequently Asked
Questions (2 May 2007)On 10 May, the plenary of the European Parliament
will vote on the European Commission's proposal for an EU Roaming
Regulation to bring down mobile roaming charges by up to 70%. The vote
will be preceded by a public debate in the European Parliament in
Brussels on 9 May, Europe Day. "For years, the European Parliament, in
the name of EU citizens, has asked for lower roaming charges. Now, we
have the unique chance to abolish this last border in Europe's internal
market once and for all," commented EU Telecom Commissioner Viviane
Reding. "I trust the European Parliament, together with the Council of
Ministers, to make sure that already this summer, European consumers
will benefit from substantially lower charges when using their mobile
phone abroad."

Promoting Data Protection by Privacy Enhancing Technologies
(PETs) (2 May 2007)The Commission adopted on 2 May a Communication with
the purpose of identifying the benefits of Privacy Enhancing
Technologies (PETs) and laying down the Commission's objectives in this
field, to be achieved by a number of specific actions supporting the
development of PETs and their use by data controllers and consumers.

Accessible and Inclusive ICT - Research Workshops
21 May 2007 Borshette Centre, BrusselsE-Inclusion research at European
level is addressing several new areas. In order to take stock of these
areas and to map out the future research agenda of these topics, three
specific workshops are organised:
Social inclusion of marginalised young people;
BCI-based assistive systems;
Computer simulation of user interaction.
These workshops are in addition to the information day to be held on
22nd May.

participants from all sectors and provide presentations from the
library, publishing and systems communities to look at current practices
in e-book delivery and how they might develop in the near future. Expert
speakers will provide assessments of market trends and technologies and
researchers will look at current evaluative studies on the take up of,
and user reaction to, e-books and e-content generally.

TABD Innovation Conference Healthcare
8 May 2007 Berlin, GermanyThis event is organised by the Trans Atlantic
Business Dialogue (TABD) and is supported by the EU Commission and the
US Department of Commerce. The underlying factors creating common
challenges in Healthcare on both sides of the Atlantic range from
demographics to pandemics or chronical diseases, to name but a few. This
event aims to focus on the role and contribution that innovation and
transatlantic innovation policies can play in addressing these
challenges. The conference will bring together leaders from the private
sector, academia and governments with a direct interest in the creation
and use of innovation in Healthcare with a view to develop new thinking
and show new cooperative ways on how to face and address these
challenges. Concrete recommendations summarizing the results of these
discussions
should inform and guide future policy decision by the EU and US
governments in this area.

interoperability, certification and improving patient safety and
healthcare quality through IT. Panelists and open discussions will
focus on those areas where transatlantic collaboration could prove

Member State governments, the US government, academia and industry will
address issues related to standardization, best practices & lessons
