Subject: OII News [2007.05.09]: OII News and Events for May
Dear friends and colleagues,
From its inception, the OII has always aimed at developing leading-edge
research on the societal implications of the Internet, Web and related
ICTs: with a particular focus on the use of advanced technologies as
tools for research. This newsletter covers two initiatives in the area.
One is Professor Helen Margetts' work on improved approaches to the
study of e-government, leading to the creation of the Oxford
eXperimental Laboratory (OXlab) which you can read more about below.
Another is Professor Jonathan Zittrain's development of methods for
gathering data on Internet filtering around the world within the OpenNet
Initiative (ONI): the ONI will be holding its first public conference in
Oxford later this month to discuss the current state of filtering
worldwide.
I hope you find this newsletter of value in describing our forthcoming
events, and new Research Fellowship positions. On the latter, I would be
grateful if you could let your colleagues know about these openings.
Likewise, do please alert prospective doctoral students to our DPhil
programme (the closing date for 2007/08 entry is 18 May). I hope to be
saying more in the near-future about our latest initiative -- developing
a Masters degree at the OII.
Finally...last week we completed the field work and coding of our 2007
Oxford Internet Survey. We will be analyzing the data now and hope to
report on general trends early in the summer.

We have five events planned for this month, covering data sharing,
e-research, Transport for London's Congestion Charges, what promises to
be an exciting debate at the Oxford Union (Is the Internet the greatest
force for democratisation in the world?), and a chance to meet Professor
Hal Abelson (an OII Visitor from MIT's Department of Electrical
Engineering and Computer Science). We hope to see you there!
Title: To Share or Not to Share: Synthetic Data Accelerate Knowledge
Generation in Management and Social Science Research
Date: Thurs 10 May, 15:00-16:30
Speaker: Nigel Melville, Ross School of Business, University of Michigan
Focus: Nigel Melville asks why despite continued calls for data sharing
and replication in management and social science research, there remains
a gap between espoused values (sharing/replication is 'good') and
revealed preference (we don't share/replicate).

Oxford Union debate: 'This House believes that the Internet is the
greatest force for Democratisation in the World'

Focus: Speaking in proposition will be Jimmy Wales (Wikipedia), Chairman
Bo Au Din (Burma PDP) and Ron Deibert (University of Toronto), and
speaking in opposition, Jonathan Zittrain (OII), Robert Amsterdam
(Mikhail Khodorkovsky's Lawyer) and John Palfrey (Berkman Center). The
Oxford Union is the world's most prestigious debating society, with an
unparalleled reputation for bringing international guests and speakers

Title: Road user charging and BCS Branch AGM

Speaker: Derek Turner, CBE Highways Agency National Traffic Director
Focus: Derek Turner will talk about the technical and management
challenges of the Transport for London Congestion Charge project. This
meeting is open to members and non-members of the BCS, free of charge.

2. Recruiting: OII Research Fellowships

OII Research Fellow Grade 7:
We are looking for a Research Fellow Grade 7 (e-Social Sciences) to
undertake research into the use and impact of ICTs within academic and
other research communities and the social and institutional contexts in
which this takes place. The post is available immediately.

3. OXlab: Oxford eXperimental laboratory

On 17th May the OII together with the Said Business School will hold a
networking event for experimental researchers. This meeting, jointly
organised by Helen Margetts (OII) and Nir Vulkan (Said Business School),
is intended to bring together researchers from different disciplines
across the University with an interest in conducting laboratory-based
computer experiments, including but not limited to, human interaction
and online information-seeking behaviour. Building on the recently set
up Oxford eXperimental laboratory with its database of about 800
volunteers, the aim is to develop ideas for common research projects
that could eventually result in a dedicated experimental computer lab
for Social Science research at Oxford University.

Jennifer De Beer reports:
On 19 April I gave an invited talk on Open Access scholarly
communication, at a one-day Helsinki symposium titled 'Accessing
Development Knowledge - Partnership Perspectives', jointly hosted by the
Finnish Universities' Partnership for International Development (UniPID)
and the European Association of Development Research and Training
Institutes (EADI).

The aim of the Symposium was to foster dialogue, and find concrete ways
forward in which the UniPID and EADI could facilitate improved and
increased access to Development and Area Studies research globally, and
more particularly, facilitate access for their respective and/or
potential research partners hailing from the developing world. My talk
was titled 'Beyond 1st Generation Open Access for Africa' and my
particular suggestions were that the EADI could encourage their
associated pan-European researchers to self-archive their works; and
that the UniPID could enter into bilateral partnerships with African
institutions so as to assist in the technical setup and maintenance of
institutional repositories.
Meanwhile, in September, Marcelo Thompson will be attending the Society
of Legal Scholars (SLS) conference (Cyberlaw section), at Durham
University with a paper on the 'Technology and Neutrality in the
Information Age', and will be presenting a paper on the same topic at
the Third Asia-Pacific Computing and Philosophy Conference of the
International Association for Computing and Philosophy, in Thailand next
year.

Tobias Escher is pleased to have successfully secured the Ian Palmer
Graduate Scholarship in Information Technology from Keble College, which
