Hi Jen,
Why not use the adaptive release feature? Just create a group in your
course site called staff and add the staff to it. Then make the folder
only available to the staff group.
If you've got the Bb Content System you could also set up versioning so
staff could work collaboratively and you could track changes.

Dear BB Usergroup,
We are currently on Bb Learning System - Basic Edition 7.1.
A member of staff has asked me whether they can use Blackboard to host
internal moderation documents within each course. The teaching staff
would have to be able to work collaboratively on some of the documents.
I have set up an unavailable folder containing all the IM docs so that
only Instructors can see it from 'edit view'. I have also suggested
setting up some documents in Google Docs (an online password protected
area for working collaboratively on documents) and adding an External
Link to these from within the folder.
Does anyone have a neater solution?
