I have been away and have come in late to this discussion but have you already heard of the Campaign for Changing Places? They offer some very good advice and suggestions on their web-site. We joined their campaign last year and have been trying to encourage LA's to offer such facilities.
I am sure they would like to hear from you about your plans.

Subject: Adult Changing Facilities
I am hoping to provide 2 x adult changing facilities with shower /
changing beds and hoists within 2 local day centres. The intention is
that these can then be used by people visiting the area who are carers for
adults with disabilities who require changing facilities, during the
opening hours of the centres (we are finding it difficult to find a
location to provide a Changing Places facility, and this is a stop-gap
solution).
Does anyone have the web address of companies who provide free-standing,
height adjustable shower / changing beds?
