Subject: Landlords & Access to sheltered accommodation
Help!
I have been approached by a resident of shelterd accommodation which
comprises individual flats some ground floor and some first floor. The
flats are owned by a Housing Association.
The first floor flats are accessed by external stairways which lead to
external, covered & semi-enclosed walkways.
Ground floor and first floor flats are all occupied by elderly residents
who have mostly lived there for the 20 years since the flats were built.
Those on the first floor are now struggling to access their homes and their
friends on the first floor are now too frail to climb the stairs to visit
them.
Requests for a lift via residents and a local MP have not been responded to
by the Housing Association except for a letter about 3 years ago stating
that they were considering installing a lift.
Would the landlord be deemed to be a service provider under the DDA because
there is public access to the flats?
Do social landlords have any duties to make their property accessible?
(from the car park to the front door)
Any other advice I can offer these residents would be most gratefully
received.
