GIS ANALYST, Centre for Environment, Fisheries & Aquaculture Science
(Cefas), Lowestoft, UK.
SALARY: £22,928 TO £37,727 PA

GIS technologies are now at the core of many areas of science delivery in
Cefas, particularly in relation to interactions between the marine
environment and human activities. To keep pace with growing demand, we are
looking for a GIS analyst and technical specialist to contribute to our
high level marine ecosystem and fisheries research.

MAIN DUTIES AND RESPONSIBILITIES

The post has two main areas of responsibility. The first is to provide
advanced technical GIS support to a range of R&D and commercial projects.
The second is to develop and implement analytical methods within a GIS
environment to support our major science programmes. This is an exciting
opportunity for someone with strong skills in GIS and an interest in using
them in the context of marine environmental management in the UK, Europe,
and internationally. At the Pay Band 5 level you will be required to take
responsibility for work programmes specifically related to GIS, and
deliver milestones as required. You will be able to programme in the .NET
framework, report on your findings, either as unpublished reports or as
scientific publications in collaboration with other staff. Research areas
are likely to be already defined but there will be some freedom to develop
research within an overall project plan. At the Pay Band 6 level you will
be expected to initiate and lead GIS-related projects making extensive use
of programming in the .NET framework. You will manage projects, tender
for contracts, will be expected to publish work independently in high
quality peer-reviewed journals and provide training and support to other
members of the team and Cefas specifically in relation to GIS programming.

QUALIFICATIONS/EXPERIENCE/SKILLS

Academic qualifications required for direct entry to this Cefas Pay Band
5/6 post are a higher degree in GIS, or an environmental/fisheries degree
where GIS formed a major component. The ability to programme analytical
solutions in a GIS environment is essential, preferably within ArcGIS
using the .NET framework. You must be able to work both in teams and with
minimal supervision within a professional working environment. You must
have the ability to plan and prioritise your work to meet deadlines,
written and verbal communication skills and experience of communicating
with technical experts in other fields. A background in advanced spatial
modelling and analysis using large environmental datasets and experience
of providing GIS solutions for projects is essential. Experience of
relational databases and SQL would also be an advantage. An understanding
and knowledge of the marine environment, report writing skills and a
record of publishing results of research outputs would be preferable.
Candidates with project management skills, more extensive work experience
and publications record would be considered for the post at the higher pay
band.

ADDITIONAL INFORMATION

The salary range for pay band 5 is £22,928 to £28,548 pa. The salary range
for pay band 6 is £30,252 to £37,727 pa. In addition there is the
opportunity for all staff to earn up to 10% of salary as a performance
related bonus. The salary is paid monthly by credit transfer. If you are
already an established civil servant you can obtain further information
from your Personnel Division about rules which may provide a more
favourable starting salary than is allowed for under the previous
paragraph. Other rules will apply if you are serving on a casual basis or
on a fixed term appointment. Part-time working and job share applicants
are also welcome.

Should you be appointed Cefas will carry out pre-employment enquiries that
may include a Criminal Disclosure check.
CLOSING DATE FOR APPLICATIONS IS THE 1 JUNE 2007.
