I don't get the sense this is any real problem. If you go to the
section you cite, you see:
"For example, the QName datatype requires a namespace declaration to be
in scope during the mapping, and is not recommended for use in RDF."
One can assign pretty much any datatype you want, so long as it has a
URI. So if you have some local datatype that you cannot map to any of
the XSD datatypes, just create a new one?
