As I understand it, the syntax is:
<QUEUE>_GROUP_ENABLE="<vo> <vo> <vo>"
So you just specify it once for each queue and include all the VOs,
space separated. So in your example, it wouldn't make sense to add the
ops VO to the DTEAM queue.
But that's really up to your local queue configuration.
