Er, not really. Must be getting very hot down Exeter way, but if I can try
to clarify:
Atos Origin do have the renewed "Infrastructure" support contract for NHS
Scotland, which includes running the Managed Servers that have been trying
to host GPASS and GPASS Clinical, so on that platform they inevitably have
control over access for 3rd party suppliers.
GPASS (original) was declared unfit by the Scottish Conference of LMCs in
April 06, and by its National User Group - these being political statements
rather than exact technical analyses.
SGPC is a representative body - so, as Adrian has been clarifying BMA
political processes, ideas generation is not its forte, unless with majority
support. The option of Open-Sourcing GPASS has been explored as much as the
Copyright-owners will permit i.e. by the Deloitte Review, in response to
informed lobbying by several denizens of GP-UK. It is apparently "not
possible", so orthodox suppliers must continue to be courted.
The future for GPASS users could be by using the present option of System
Choice as per nGMS (still heavily distorted by supply of GPASS
Free-of-Charge to each HB); or by adopting future system(s) under an
"Integrated Primary and Community Care program" as preferred by SEHD.
The latter "IPACC" seems to represent a different roadmap to that of GPSoC
in that incorporating Community workers into the new software(s) is the
major feature. Whether this can be delivered by current suppliers or new
entrants, and how the mass migration of current GPASS users can be delivered
safely and effectively, remain unclear.
These issues will be hotly debated at Scottish LMC Conference in 10d.

I think Atos is the successor to Sema who have been given the right to
stop other people supporting GPASS, the Scottish NHS-owned GP ssytem
whcih in December 2006 was declared to be not fit for its purpose by
Scottish GPC.
(Regrettably SGPC's proposed solution was to make the same mistake
again, with one or more different companies and different software. )
