There should be no need for a workaround. VTK is in Debian and is
working properly.

Strange. The fsl-fslview package should pull this dependency
automatically (and normally does it).

Downloading VTK sources works for me.
Please post the output of
apt-show-versions |grep vtk
and
apt-show-versions |grep fsl
(you might have to install apt-show-versions at first.
I guess the content of /etc/apt/sources.list might also contain some
useful information. Could you please post that as well?
