This sounds like a long-standing problem with later releases of cygwin,
which, in effect, break FSL. We use cygwin 1.5.13 and install
everything. Note that cygwin, by default, does not install everything
needed for FSL. Disk is cheaper than our time trying to track down just
what packages are needed, so installing the whole 2 GB is the best way
to go.
