There's also the open-source learning management system OLAT,
which is written in Java and which supports QTI 1.2.1.

However, I am not familiar with the code, so I don't know how
easy it would be to reuse its QTI implementation.

By the way, I have just come across the UNESCO's "Free and Open
Source Portal", which also has a section on Courseware Tools:

Maybe this is old "news" for some subscribers to this list,
but this message seems an appropriate occastion to draw attention
