You're right Peter. That's what comes of not coding FITS conversions
any more. I'd forgotten that special case (towards the end of Section
2.1.2 in WCS Paper I) to cope with the old IRAF formalism. BTW Doug
Tody said to me last week that people still blame him for the WCS papers
taking 10 years.
