It depends on the subscription model, I know Internet Archaeology gives access in perpetuity for a one-off subscription fee.
But there's an issue about distance learning, as online access to electronic journals can be limited to recognised IP addresses for the institution that pays the subscription... For remote students this can mean coming into the institution (the library or any department where they can get access to the university network) in order to read the journals....

Online access to journals is wonderful at the time you need them
(though not cheap unless your employer pays the subscription).
Trouble is, the library effectively rents them, because unless
something's changed they don't have rows of actual volumes on their
shelves permanently - just access for as long as they pay the sub.
There's also an issue about restricted access. While anyone who has a
day or temporary ticket can consult physical journals, libraries
restrict electronic access to members of the institution.
