This is very much a live issue, the long-term preservation of DRM protected journals is a matter of some concern.
On open access - Internet Archaeology journal has led the way be being both open access and peer-reviewed (and therefore counting for the RAE), as well as including live links to underlying data sources.
Most universities should have access to an institutional repository for articles (often a pre-publication version) and there is a repository being set up for those who cannot find a home in their institution. JISC is funding a lot of activity through the Repositories & Preservation Programme - see

You make a very good point and one I had not thought of. I don't know
exactly what the payment structure of subscribing to online journals
is and whether there are plans to ensure that either subscription fees
reflect the fact that ongoing payment is required to keep these
electronic versions accessible, or, if there is a cut-off date for
access whereby subscription is no longer required for access.
Something I would like to look into now.
I imagine the balance is still weighted towards publishers rather than
authors. Perhaps this is a good reason to support institutions who
want authors to submit their articles to free-to-acess institutional
repositories? I know Southampton has been trialling this for a long
time but it has been met with some cynicism because they fear this
will preclude them publishing in a 'proper journal' which in turn is
linked to such things as the Research Assessment Exercise.
