That's quite bizarre - most journals the BL holds are on open access
somewhere. I could understand it if it was on open access somewhere in
Cardiff, but what do they expect - that you hop on the train to London &
photocopy the papers?

Can any member of the list help us to obtain two papers for a systematic
review we're currently updating. The BL has just informed us that the
supplement we require is on open-access at one of the university libraries
in London and they've had to fail our request. These two papers are the
last two papers we need to see before confirming our final list of included
studies. If anyone holds this supplement and could possibly send us copies
of the papers below we'd be happy to send you BL reimbursements.
