I have also been looking for a paper from this title.
On looking at the CAB website I've come to the following conclusion:
It's not really a journal; it's an online collection of the reviews
which CAB International publishes/published in their abstract journals.
Since these are nearly always accessed online these days, there was an
access gap for these useful reviews, and this is how it's being filled.
Since they are basically online, there is a licensing problem for the BL
(or indeed anyone else with access) copying them.
