Hi,
If you type fugue at the command line you get the usage which says:
--dwell set the EPI dwell time per phase-encode line (sec)
On the FEAT documentation (at http://www.fmrib.ox.ac.uk/fsl/feat5/
index.html) it says:
"Next you need to enter the EPI Dwell time in milliseconds (this is
the time between echoes in successive k-space lines - often also
known as the echo spacing for EPI)"
