I read your message about a week ago, and I would very much like to present,
but I haven't had the time to craft an abstract specifically for this
workshop. I've also spoken to Ray Hudson about it and he's definitely coming
and looking forward to it. I'm sending you the abstract I just submitted to
the RGS-IBG international conference so you can see what my research is about
and I'll send you a specific one sometimes this week.
RGS-IBG abstract submission:
Deliberative forums in devolved governance: Evidence form Scotland and France.
Following the decentralisation of governing processes in many European
countries, a number of highly political decisions are now being made by
devolved instances of government. Yet, as they gain more autonomy, cities and
regions also take on a renewed significance as places in which to convene a
number of economic, social and political debates. For this reason, I wish to
study the discourses and practices through which new "models of democracy" are
contingently constructed and enacted at the sub-national level.
In particular, I wish to describe the functioning of two "deliberative forums"
in Scotland and in the Nord-Pas de Calais region of northern France. Both the
Scottish Civic Forum and the French Regional Economic and Social Council seek
to organise a durable and sustained concertation between large numbers of
regional stakeholders and to enable them to press their priorities with
decision-makers. Based on observations collected during thirteen months of
ethnographic fieldwork, I will critically examine the extent to which
deliberative forums can promote the sort of dialogue and democratic debate
which could lead to an effective re-composition of political action in
devolved democratic processes.
