For building in accessibility to e-p tools I'd recommend looking at the
University of Toronto's work in the TransformABLE and PreferABLE projects.

Sakai is in the process of integrating the results of the above projects. In
a nutshell it allows one to configure text size / font and colour (and BG
colour) throughout a site. Each page is transformed to the desired style
before output.
It's a pretty nifty piece of software and somewhat similar to a mechanism
used by Bodington to address accessibility (except that Bodington being
Bodington is ultra-thorough and transforms the colours within a GIF to
provide maximum contrast with the background as well as the text).
