Apologies for not commenting on this sooner.
I think this is a good summary of the state of play with
the exception that I think its necessary that accessibility
has a higher profile than none at all. I note that this
important requirement is not mentioned at all.
Many pieces of the technical solution to providing
accessibility within ePortfolios exist already. The
need is for more than the design-oriented approaches
of W3C and if those are the only solutions implemented then
the result will be that some persons will be effectively
ghettoised and be unable to participate in the benefits
of the ePortfolio approach.
It is in my view very important that this is given attention
as ePortfolios become integrated within HE. Later will
be too late. The SOA goes some way here but there is a need
for work to populate that with services and for work to show
how real approaches to accessibility within education, that
include adaptation and supplementation with services
(offline and online) can be used. Pilot projects
that demonstrate use of existing standards, such
as IMS:AccLIP, ISO/IEC JTC1 SC36 Individualised Adaptability
for Learning Education and Training and others, in real
contexts alongside real services, would be a good step in
my opinion.
There is also a need for work that demonstrates accessible
authoring within ePortfolio systems.
