A counter-example, Chris, though a rather dated one:
Burton Raffel was awarded the PhD (from Penn, I think)
on the strengh of his dissertation, which was a book
of Old English translations, with a forward by Robert
Creed. (This was about 40 years ago.) Iowa also offers
a PhD program for a select few who have already
completed the MFA and, better yet, published a
prize-winning collection of poems.
Well, maybe not such good counter-examples, after
all....
