This is a safety issue and you would be better off contacting the HSE, www.hse.gov.uk or the Health & Safety organisations such as IOSH at www.iosh.co.uk or IIRSM at www.IIRSM.co.uk for advice.
It is such a specific issue that few people are likely to know the answer hence my suggestion.

Subject: [OCC-HEALTH] Oxygen Cylinder Hydrotesting
Hi everyone,
We have recently installed oxygen generating equipment
in order to fill our own cylinders in Angola.
I have been searching for information about the
frequency of hydrotesting O2 cylinders. But company
websites such as BOC and Luxfer etc. are very tight
with the information (need to pay).
We think that O2 cylinders should be hydrotested every
5 years, steel or aluminium. Does anyone have any
information/docs to support or reject that theory.
