POLICY, RESEARCH AND PROJECT OFFICER
LEGAL DEPOSIT ADVISORY PANEL (LDAP)

REMUNERATION: £25,000 - £30,000

LOCATION: CENTRAL LONDON with the possibility of
some home working by arrangement

CONTRACTUAL ARRANGEMENTS: This post can be
offered on a secondment basis or on a
term-limited contractual basis for a suitable
candidate working in a freelance capacity

BACKGROUND
The Legal Deposit Advisory Panel (LDAP) is a
Non-Departmental Public Body (NDPB). An NDPB is
a body with a role in the process of national
Government which is not a Government department
or part of one, and operates at arms length from
Ministers. Advisory NDPBs are generally set up
to provide independent expert advice to Ministers
and their departments on matters within their sphere of interest.

LDAP has been set up to advise the Secretary of
State for Culture, Media and Sport on the content
and timing of regulations for implementing the
Legal Deposit Libraries Act 2003 with reference
to the deposit of particular classes of non-print
media. Three sub-groups have been established to
take forward particular aspects of the Panel’s
work. The Panel meets three or four times a year
with the sub groups meeting and taking forward work in between Panel meetings.

You will provide project management and support,
including data collection, research and policy
input to LDAP in order to assist in the effective
overall coordination of the Panel’s work. This
will involve working in conjunction with the
Chair and the Panel, the Department for Culture,
Media, and Sport (sponsor Department) and
external stakeholders and contractors. You will report to the LDAP Chair.

JOB SPECIFICATION

· To coordinate the work of the Panel in
order to ensure clear and comprehensive internal
& external communication of the Panel’s
activities. This will involve the preparation of
monthly updates on the Panel’s work for members of the Panel

· To assist the Panel in re - launching,
monitoring & evaluating the voluntary scheme for
deposit of offline publications. This will
involve regular liaison with the Legal Deposit
Libraries, the Chair and Panel members, as well
as the collection of data and the preparation of
reports for presentation to the Panel.

· To assist the Panel in looking at the
issues raised by internet delivered digital
content including websites and e-journals. This
will require liaison with and undertaking
appropriate work on behalf of the Panel to ensure
that this work is completed effectively.

· To monitor and report on the UK and
international policy landscape relating to legal
deposit and to research and prepare briefing
papers on implications for the work of the
Panel. This will include work on tracking and
reporting on the wider UK government and overseas
agenda on digitalisation and legal deposit issues
and reporting to the Panel on the implications of this for the Panel’s work

· To maintain and facilitate a
communication channel between LDAP and DCMS and
external partners & stakeholders with whom the
Panel is working. This will involve working with
DCMS Secretariat and a range of partners and
stakeholders including the legal deposit
libraries (LDLs) and the Joint Committee on Legal Deposit (JCLD)

PERSON SPECIFICATION

The post holder will have an understanding of
digitisation and legal deposit issues.

Deploying Analytical Skills and Using
Evidence: You will need to undertake research
activity and have the ability to handle and
analyse statistical data. It is essential you
are able to collate and evaluate detailed data
and present it in an accessible and clear manner.

Partnership Working and Stakeholder Management:
You must have good interpersonal skills and the
ability to develop good working relationships
with senior people in the legal deposit libraries
and publishing world. Good negotiating skills.

Programme and Project Management: You should be a
self starter and able to prioritise and organise
your own work load. You should be able to work
under pressure and to tight deadlines. A proven
record of project management is desirable.

Oral and Written Communication Skills: Excellent
oral and written communication skills. You must
have evidence of the capacity to write reports,
prepare briefings and papers. You will need to
have good presentational skills.

Computer Skills: The ability to use Word, Excel, Outlook and Power Point.

Education and Experience: Educated to degree
level with a proven track record of delivery in
the library or publishing environment or a related field.

Applicants should have no restrictions on their stay in the UK.
